The number of deaths attributed to not wearing a seat belt in vehicle accidents in Virginia has risen to 138…and that’s just for the first six months of this year. Seat belt violations in the Commonwealth are considered a secondary offense, but state police often issue a seat belt violation after drivers are pulled over for another, unrelated violation.
