Sullivan County Man Arrested For Second Degree Murder Of Bluff City Man

A Sullivan County man has been arrested on Second Degree murder charges in connection with a recent homicide in Bluff City. Special Agents with the TBI arrested 59 year old James Lee Fagans for the murder of Herman Rumley. Rumley’s body was discovered in his Wood Road home on August 10. The TBI was called in to investigate because of a four million dollar lawsuit Rumley had filed against the Sullivan County Sheriff’s Department, claiming he was assaulted by deputies. Fagans is being held in the Sullivan County Jail.
