Tennessee Department of Correction launches Operation Blackout; ensuring sex offender compliance during Halloween

The Tennessee Department of Correction launched its annual “Operation Blackout” to ensure that sex offenders comply with special conditions put into place for the Halloween season. Registered sex offenders in Tennessee may not attend any fall or Halloween events, or distribute candy. Offenders are also required to keep their home’s porch lights turned off on Halloween night. State officials say they will conduct unannounced home checks leading up to Halloween to ensure rules are followed. The Tennessee Department of Corrections says there are just under four thousand sex offenders on supervision in the state. While state officials hope offenders are doing what they are supposed to, they say officers will still be out on Halloween night enforcing these requirements.
